1. Log in to the computer as Administrator
2. Click Start then Run and type gpedit.msc
3. Expand the Local Computer Policy.
4. Expand the Administrative Templates.
5. Expand the Network branch.
6. Highlight the "QoS Packet Scheduler" in left side window.
7. On the right side window double click the "Limit Reservable Bandwidth" setting.
8. In the settings tab check the ENABLED item.
9. Change the value of Bandwidth limit% to 0 (ZERO)
10. Close gpedit.msc.
11. Restart the system and check the internet connection speed.
    

Note: the above tips will not work on Windows XP Home Edition
